Background checks are already conducted on every sale through a federal firearms licensee. Every UBC bill has been written on change of POSSESSION. This criminalizes almost every interaction involving a firearm. You can't let anyone else hold your firearm. Leave the house and you have transferred your firearm to your wife, SO, or roommate. No loaning your firearm to a new target shooter or hunter.
