Every Government institution has exactly the same problem. The institution and its employees believe that they are more important than the citizens they serve. It's most obvious in the public "education" racket, but it extends to all of D.C., all of Madison, and right down to Counties and municipalities.
So "morale problems" actually are "You Must Pay Me" problems.
Scripps-hacks run a "Woe Is Me" story about the VA. But what is really happening there?

currently reviewing all departments within the agency, intending to cut
the workforce to about 398,000 employees, down from its current level of
roughly 470,000.
"Our goal is to increase productivity, eliminate
waste and bureaucracy, increase efficiency, and improve health care and
benefits to Veterans," Kasperowicz said in an email. "We're going to
maintain VA's mission-essential jobs like doctors, nurses and claims
processors, while phasing out non-mission essential roles like DEI
officers. The savings we achieve will be redirected to Veteran health
care and benefits."...
Blood-suckers will no longer be given "make-work" jobs sucking the taxpayer-tit.
The same thing is happening in the Milwaukee Public Schools. A new (Lefty!!) Superintendent will force blood-sucker barnacles out of make-work BS "jobs" at the central office back into classrooms, and sure enough, Da Yoonion is screaming "RAPE!! PLUNDER!!"
But the purpose of the schools is to teach students, not to pay bureaucrats. The purpose of the VA is to treat veterans, not to pay bureaucrats.
It's Values Confusion and it is endemic.
