It's not "Watt." It's Wat-less, as in 'seriously under-powered and/or malfunctioning brain'.

It is nearly impossible for a rational man (or woman) to respond to him.
But there is at least one point which should be made: We ask the cops to do this partially because not every law-abiding citizen in America is armed at all times.
We'd also like to think that Watt-less is "ex-FBI" because his superiors detected his mental problem.
But that's not supported by any evidence we have.
