We're not so enthused about Vos' "Big Genius Deal" as is the rah-rah team at Wis. Right Now.
First off, the deficiency in 'shared revenue' over the last several years is easy to spot: it's the State of Wisconsin's multi-billion dollar surplus. While Robin Vos (et al) were being cheapskates with shared revenue, they were piling up surpluses so that they could act like Santa Claus. Not exactly "genius" strategy; more like 'we're first in line, you take the hindmost.'
Secondly, the 'genius' plan violates the principle of subsidiarity. The locals (specifically Milwaukee) must use new tax revenues ONLY the way Robin Vos wants them to use it. If Robin Vos were the Smartest Guy on Earth, we might think this is a good idea. But Vos is not in danger of being the Smartest Guy on Earth. Let Milwaukee (both of them) piss away their money any way they choose. They'll find a way to go bankrupt letting the city burn to the ground (literally) without any police presence. But that's what "our sacred democracy" brought, ain'a, Mayor Johnson?
Third, the "genius" plan screws Waukesha County (among others), which is one of the five largest tax-contributing counties in the entire State. Farrow is at least partially right (but his "I won't tax you" stance in the County is doctrinaire silliness.)
Can the "Genius" deal be improved? Sure.
Will it? Hell, no.
