Perhaps the SillySisters at Wisconsin Policy Forum think we are stupid, which is why they pull this BS.

The second is all you damn people increasing and multiplying. Yup. That's what they say.
This is what's called Fiction By Statistics. Wisconsin Policy Forum Propagandists select a measure and do not give context. Building materials cost one helluvalot more in 2025 than they did in 1980, 1998, or even 2010. So OF COURSE this will be more costly.
The proper comparison is "Number of properties damaged by flood", not "cost."
To that end, Wisconsin Policy Forum should suggest a Perfect Population Level for metro Milwaukee. While they're at it, they should suggest a Perfect Temperature Level, too. Maybe that will be in their next annual report.
Meantime, you should treat any of their "reports" they way they deserve: into the trash before reading.
