MKE TeeVee's Obsession With Chicago

If you watch Milwaukee TeeeVeee "news," (now brought to you by highly-trained professionals, ya'know), you will have noticed the recent obsession with Chicago and Illinois politicians.

Why?  Because Trump may send the National Guard into Chicago to help clean up its very serious crime problem.  Chicago is 90 miles from Milwaukee and its politics have produced a city featuring at least 2 major domestic gangs plus a few foreign-based narcotics trafficking outfits.  These are not "Milwaukee" problems (not now, anyway), so what could be the reason that the highly-trained professionals are fixated on Chicago?

Trump Derangement Syndrome gets our vote.

Do you ever hear the reality of Chicago crime statistics from those "highly-trained professionals"?

Nah.  You see Pritzker displacing several cubic yards of air while in full bloviation, and Mayor "Conehead" Johnson signing papers to 'ward off the VooDoo Eeeeevils'. (That's the same Mayor who declared that "We have moved past jailing criminals.")

FEMA's Jackwad IT Managers

Matt Smith, the notoriously Extreme-Left (and proud of it!!) reporter editorialist at Channel 12 should pay attention to actual FEMA problems, not the ones he makes up in his head while pleasuring himself to a picture of Obama in his mom's basement.

 Homeland Security Secretary Kristi Noem has fired two dozen FEMA IT personnel, including some senior leaders, for allegedly violating security procedures, allowing sensitive data to be compromised, and lying when confronted about it....

Apparently Red China snatched FEMA's data.  There are several serious violations here.

 ...While conducting a routine cybersecurity review, the DHS Office of the Chief Information Officer (OCIO) discovered significant security vulnerabilities that gave a threat actor access to FEMA’s network. The investigation uncovered several severe lapses in security that allowed the threat actor to breach FEMA’s network and threaten the entire Department and the nation as a whole.

The entrenched bureaucrats who led FEMA’s IT team for decades resisted any efforts to fix the problem. Instead, they avoided scheduled inspections and lied to officials about the scope and scale of the cyber vulnerabilities.

Failures included: an agency-wide lack of multi-factor authentication, use of prohibited legacy protocols, failing to fix known and critical vulnerabilities, and inadequate operational visibility.

FEMA spent nearly half a billion dollars on IT and cybersecurity measures in Fiscal Year 2025 alone and delivered virtually nothing for the American people

In March, Turner and Department of Homeland Security Secretary Kristi Noem announced the “American Housing Programs for American Citizens,” ending “the wasteful misappropriation of taxpayer dollars to benefit illegal aliens instead of American citizens.”...

No welfare, no 'free' tuition, no 'free' healthcare.

Saw the news a week ago that Trump is thinking of pushing pot.  Well..........not exactly; he'd switch it from Schedule 1 to Schedule 3, meaning it will be Federally legal to sell it.

File this idea along with his 600,000 300,000 Red Chinese spies who are 'necessary to support US colleges'.  File it in the "Unbelievably Stupid Ideas" folder.

 

News that Minneapolis monster Robin Westman worked at a pot shop until just two weeks ago should give pause to those in the White House reportedly pushing President Donald Trump to take a landmark step toward federal approval of marijuana use....

... medical research in recent years keeps producing fresh evidence strongly suggesting that heavy marijuana use exacerbates other mental-health issues, perhaps making young men five times more likely to become schizophrenic....

And there's another study which should make you sit up and blanch:

Lying About Gabbard, They Do

As Tulsi Gabbard began to drill down onto the issue, and as the current CIA analysts within the former National Intelligence Council (NIC) and CIA Directorate of Analysis began to notice she was going to reveal the fraud, the CIA embeds changed the status of Julia Gurganus in June in an effort to protect her.

The CIA changed the status of Julia Gurganus in June, reclassifying her as ‘covert’ specifically because the ODNI’s public statements of intent to reveal the fraud within the 2016 Russia election investigation.  This, they schemed, would stop DNI Gabbard from exposing Gurganus and taking action....

Too bad, so sad.  The lying BeeYotch Gurganus is exposed for what she really is.

Ban gun sales to trannies. Ban them to wannabee trannies, too, like the girl who shot up Abundant Life in Madison.  If a tranny possesses a gun, it's automatic 10 years in prison with ZERO tranny-helping drugs.

Trump Welcomes 600,000 New Spies

So what?

If they were that weak, they damn well should collapse.

Trump's "Interest Rate for Homes" Lie

Trump has run his yap about how high interest rates are killing off home purchases, therefore, the Fed should lower its target rates and all will be well.

At best, that's a half-truth.  In fact, Trump's "free money during CoVid" act kicked off a very serious inflation--which was significantly amplified by Biden a year later.  That inflation increased the price of housing.

So is it the PRICE, or the RATE?

Let's run the numbers.  Buy a house for $400K, put 20% down, and finance it at today's 6.48%.  You pay $2393/month, including PMI and some proptax.

Buy a house for $400K, all the same, at 4.48%$1992/month.

But buy the same damn house--without Trump/Biden inflation--for $300K, with 20 points down at 6.48%?

$1888.00

The price of housing is coming down in a number of US markets, by the way.  Nobody's buying at the inflated price listing.

Watch:  the prices will drop and Trump will get his way with rates--then Trump will take credit for the reduced payment burden, hoping that no one will use a simple mortgage-payment online table.

They must be terrified. Harvard, MIT, Stanford, and all the rest suddenly face the nightmare scenario of having to share their licensing gravy train with taxpayers. It also blows a hole in their moral shield — the scam, which progressives always fall for, that “we’re just doing noble research.”

No. They’ve been running a massive commercialization scheme subsidized by the public. They now have the option of funding their own research, so they won’t have to share, if they want....

There are plenty of "research" projects at UW which are funded by taxpayers.

This will be fun to watch.

All About S702 Spying on YOU

...Searching the highly classified NSA database is essentially a function of filling out search boxes to identify the user-initiated search parameter and get a return on the search result.

FISA-702(16) is a search of the system returning a U.S. person (“702”); and the “16” is a check box to initiate a search based on “To and From“. Example, if you put in a date and a phone number and check “16” as the search parameter the user will get the returns on everything “To and From” that identified phone number for the specific date. Calls, texts, contacts etc. Including results for the inbound and outbound contacts.

FISA-702(17) is a search of the system returning a U.S. person (702); and the “17” is a check box to initiate a search based on everything “About” the search qualifier. Example, if you put a date and a phone number and check “17” as the search parameter the user will get the returns of everything about that phone. Calls, texts, contacts, geolocation (or gps results), account information, user, service provider etc. As a result, 702(17) can actually be used to locate where the phone (and user) was located on a specific date or sequentially over a specific period of time which is simply a matter of changing the date parameters.

And that’s just from a phone number.

Search an ip address “about” and read all data into that server; put in an email address and gain everything about that account. Or use the electronic address of a GPS enabled vehicle (about) and you can withdraw more electronic data and monitor in real time. Search a credit card number and get everything about the account including what was purchased, where, when, etc. Search a bank account number, get everything about transactions and electronic records etc....

Neat, hey!!  And they did that totes illegally, beginning with the B. Hussein Obama regime.

Only a fool would bet that Biden didn't do the same.*

Part One:

 Former acting Secret Service Director Ron Rowe gave himself a senior leadership “performance” bonus around the holidays in December after previously serving as the second in command of the agency, leading up to the two assassination attempts against President Trump last year, according to multiple knowledgeable sources....

Because Rowe was the acting director at the time, he moved forward with giving himself a bonus and then continued to remain on the payroll listed as a “senior advisor” for nearly half of this year...
 
He was a "leadership figure" when the agency blew its coverage of Trump TWICE, once near-fatal in PA., then in FL.
 
And he gets a bonus.
 
Part Two:
 
 ... the first quarterly installment of promised retention bonuses for agents who agreed not to jump ship to another government law enforcement job or retire in the aftermath of the morale-sinking assassination attempts has been delayed for weeks. On Wednesday, USSS leaders once again reassured agents in an email that their promised retention bonuses are coming and would be paid by the end of August....
 
Seems to me that if the taxpayers really have to pay out those 'retention bonuses', the money should be found by clawing back Rowe's bonus--which he paid himself after his huge f**kups.

Inflation? Look To the Fed

It appears that the Fed will be nudging rates downward in the near future.  But that's not the biggest item coming out of Jackson Hole.

Wolf Street has the goods:

 ...Today, Powell introduced the resulting new “2025 Statement on Longer-Run Goals and Monetary Policy Strategy” that was passed unanimously by the FOMC.

The most important change in the new framework is the elimination of “average inflation” targeting, an odious strategy created in the framework of August 2020, which specified that the Fed would allow inflation to “run moderately above its 2% target” to make up for periods when it ran below the 2% target, to achieve an inflation rate that “averages 2% over time.”

The result of that “average inflation” targeting guideline of August 2020 was the inflation shock.

Inflation began raging at the beginning of 2021, but the Fed continued its near-0% policy and massive QE into early 2022. The Fed didn’t react to raging inflation for 15 months. I called it “the most reckless Fed ever” (google it).

By the time the Fed hiked for the first time in March 2022, bringing its policy rates to 0.25%-0.5%, CPI inflation was already at 8.5%. This was responsible, among other things, for the explosion of home prices (roughly 50% in less than three years), as the Fed’s massive QE, including the purchase of trillions of dollars of MBS, pushed down mortgage rates below 3%, while CPI inflation eventually exceeded 9%. This was the best free money ever. And when money is free, prices no longer matter.

This refusal for 15 months to end these crazed monetary policies of massive QE and near-0% policy rates in face of raging inflation was at least in part brought about by the Fed’s newfangled “average inflation” targeting guideline established in 2020.

In today’s framework, the Fed killed this odious concept of “average inflation” targeting and returned the framework to the previous method of inflation targeting....

Trump rants that it is very difficult for  young couples to purchase a home and he points to 'rates.'  Trump knows full-well that a RATE reduction from 6% to 5% does NOT result in a serious payment reduction.  But a PRICE reduction of, say, $150K, will.

And a Fed move is what made home-price inflation a searing reality.

The Attorney General of Wisconsin, Dough-Boy Kaul, will face legal action for his decision to install a Bloomberg operative on his staff in Madison.

Here's the very short summary:

The State Energy & Environmental Impact Center at NYU provides “special assistant” staffers in state attorneys general offices. Since taxpayer funds pay the special assistant’s travel expenses, bar dues and court fees, the judge ruled that the plaintiffs have a legally protected interest in challenging the contract with NYU. 
 The suit was brought in Calumet County.

(Interesting side-note:   Forbes Magazine's "2025 Billionaire List" places Bloomberg as the 14th wealthiest person in the world, with a net worth estimated at $105 billion. His financial news organization, Bloomberg News, also publishes a "Billionaire's Index" of what it calls "a daily ranking of the world's richest people." Mike Bloomberg's name is conspicuously absent from that list.

They must have forgotten about him, right?)

Anyhow:

... The assistant attorney [provided "free" by Bloomberg], the lawsuit explains, exercises the same authority exercised by any other assistant attorneys general at the Wisconsin DOJ. The unit in which the special assistant works is involved in litigation, permitting and regulatory enforcement that can result in legal fees and fines against dairy farmers and other industries. ...

Kaul is an intellectual lightweight or he would have foreseen the lawsuit (which he will lose) and told Mike Bloomberg to put his "assistant" where the sun never shines.

We all know that Adelman, a Fed judge who is hearing her case, will let her go by having "reasons" to do so.

UW Pays Out $265K in DEI Fracas

It's money that Wisconsin taxpayers are paying.

A former DEI employee at the University of Wisconsin-Eau Claire won her discrimination lawsuit against the school, earning her $265,000.

Rochelle Hoffman, who is white, sued the school after she became the interim director of the campus’s Multicultural Student Services office. That lawsuit, filed in 2023, detailed multiple instances of students saying Hoffman was not fit for a position serving students of color....

 ...According to the complaint, one student allegedly asked Olga Diaz, the school’s former vice chancellor for equity, diversity, inclusion, and student affairs, “You hired a White woman as the interim director?”

Another student allegedly asked Diaz if “white staff” can do as well “within a space for people of color.”

Hoffman later felt compelled to resign as a result of the pressure and
other staff questioning her “legitimacy,” the complaint says....

So according to "other staff" at UW, a white cannot possibly do well where POCs should have been hired.

The UW System needs serious governance.  Sadly, that's not likely to happen in the next decade.

Trump's "Big Pic" on Ukraine Is Wrong

 In the view of Sundance, Trump is not out to put Comey/Clinton/Brennan/McCabe (et al) in prison.

 ...From the perspective of Trump and his big picture objectives, the recent Russiagate releases and declassifications are not so much to get accountability upon the perpetrators, but rather to make the backstory so well known that a strategic reset with Russia is no longer impeded by manufactured domestic issues inside the USA.

The value in Russiagate declassification and information releases, is more about laying the groundwork for a reset – and stopping the political opposition therein.  That’s the Big Picture value to President Trump.

That is quite a big and significantly magnanimous position to take by President Trump.

Hopefully, the MAGA base will eventually come around to this understanding, because right now they are intensely expecting criminal accountability.  That’s not President Trump’s goal, he’s thinking much bigger and more consequential that holding the irrelevant gnats accountable....

That is a mistake on Trump's part, assuming that Sundance's theory is correct.  He has decided to be 'magnanimous' on the part of the American people--a position which he cannot legitimately exercise.  That is an arrogation, not a 'generous move'.  

To do so is to tell US citizens that injustice is tolerated; that the Cloud People and "Betters" class can rob Americans blind, frustrate their will, self-deal with US tax money as support, and fix elections so as to continue their rape of the public.

Those 'gnats' are not "irrelevant" any more than are the still-hidden beneficiaries of Epstein's criminal games.

It's not likely that Trump will re-think this decision, but he should. 

About the Durham Annex

An ex-Fed prosecutor sets the record straight on the Durham Annex' mentions of "Bernardo emails" and the "Clinton plan."  Note:  "DSI" is "Dutch Special Intelligence"--who had forwarded intercepted Russian spy docs to the FEEBS, at that time run by a bunch of Quisling Crooks.

...While much of the legacy media has either ignored the release of the Annex, or attempted to pour cold water on it by claiming that Durham found the “Bernardo Emails” — identifying the “Clinton Plan” — to be “fake”, that is not what Durham says.

Durham states that it was his “best assessment” that the “emails” were in fact composites with information coming from more than one source. The question then is whether all the information or some of the information is objectively false, having been invented by Russian intelligence. The legacy media wants that to be the public’s conclusion.

But that wasn’t the question that Durham set out to answer. Durham’s inquiry was as follows:

Why did the FBI react as it did to information from a single meeting in a London bar between an Australian diplomat and a Trump campaign “official” no one ever heard of — information that was nearly two months old — while doing literally NOTHING in response to the DSI received over a period of months, which was specific as to individuals, plans, actions, etc.

The FBI has never provided any explanation for doing NOTHING — literally NOTHING — after receiving information that Crossfire Hurricane may, in fact, be a downstream consequence of false information injected into US intelligence and law enforcement by the Clinton Campaign.

As Durham’s Annex makes clear, when the Crossfire Hurricane analysts were first briefed on the content of the July DSI, and when they first saw the actual text of the DSI, no follow up was planned and no taskings were given.

The FBI did NOTHING....

 It's understood that the Washington Post is the CIA's mouthpiece.  So when you read a story filed by a Post writer you understand that the Deep State is the real author.

The linked story-in-the-story claims that the Russkies 'have killed at least 13,800 civilians' since 2021.  If you are math-challenged, that is about 3,500 per year.

So--according to the CIA's new story--all the Ukrainian kiddies are not in schools; they are in bomb shelters or doing on-line learning.  They are not 'socialized,' they have no friends, and their moms and dads have to put in lots of time and effort to educate the little darlings.

This is what's called "war," pals.  You support Zelenskiy, you get the reward. 

It's the Eeeeeeeeeeeeeeeeeevilllllllllllll Putin and Russia!!!!Russia!!!!Russia!!!!

The CIA has a very serious reason to keep the war going:  it was running secret bio-weapons labs all over Ukraine.  The last thing CIA wants is another Fauci-event discovery, where CIA funded bio-weapons using CDC or NIAID as a cutout financier, but this time in Ukraine, not Wuhan.

This is what's called Fiction By Statistics.  Wisconsin Policy Forum Propagandists select a measure and do not give context.  Building materials cost one helluvalot more in 2025 than they did in 1980, 1998, or even 2010.  So OF COURSE this will be more costly.  

The proper comparison is "Number of properties damaged by flood", not "cost."

To that end, Wisconsin Policy Forum should suggest a Perfect Population Level for metro Milwaukee.  While they're at it, they should suggest a Perfect Temperature Level, too.  Maybe that will be in their next annual report.

Meantime, you should treat any of their "reports" they way they deserve:  into the trash before reading.

First off, the author of this fairy tale is a sports writer.  Maybe that's why he does not bother with little details, like "Who are 'the poor' that are penalized?"  or "Who are 'the rich' that get all that money?" 

If he had asked that question, he would have found that only Medicaid and Food Stamp/SNAP thieves will lose income.  You know:  the Welfare Class.  Perfectly able to work, but refuse to do it, and collecting food stamps and Medicaid.  These are the thieves stealing from genuinely needy people--the ones who cannot work and must rely on tax dollars to live.

Then he yaps about "the rich" taking home the money.  You have to read the BS carefully to notice this:

Oh.  Middle-income peeps get a few more bucks to pay utility bills with!!

Who are "the rich"?

The top 10% earn $140K or more--which is about what a typical public-university professor makes, or a or a local TeeeVeee anchor, or a teacher-firefighter married couple.  And at $140K, they will not be taking home an extra $13+K, either.  The ones taking home that $13+K are earning well over $900K/year and to them, $13K is postage money.

HERE Is the Inflation

They include housing costs, medical care, health insurance, auto insurance, tenant’s insurance, subscriptions; telephone, internet, and wireless services; lodging, rental cars, airline fares, education, movies, sports events, club memberships, water, sewer, trash collection, motor vehicle maintenance and repair, etc. And that’s where inflation re-accelerated sharply for the second month in a row.

Sen. Cruz Adopts Offensive Defense

The Senator from Zion (Ted Cruz) is in hot water over his inane defense of Israel's Zionism, which involves clearing out Catholic, Orthodox, and Muslim Palestinians from territory they have owned and farmed for over 2,000 years.

How does the Senator from Zion counter the problem he has?  Easy:  attack Tucker Carlson with some half-truths.

 It is very sad what has happened to

He now routinely attacks Trump, shills for Iran & doesn’t bother to hide his all-consuming hatred for Israel....

Tucker does not "routinely attack" Trump.  He does not "shill" for Iran.  And he does not have an "all-consuming hate" for Israel.

Instead, Carlson exposes the Not-Really-America-First policies of such as Cruz (and many others in Congress), some of which were adopted by Trump.  He suggests that Iran's motivations are defensive, which has some logic:  after all, Israel intends to swallow big chunks of Jordan, Lebanon, and Syria for its "Greater Israel" project--and they will swallow them no matter the cost.  Exposing that cost, in human lives and US taxpayer fortunes, does not constitute "hatred" for Israel.

This is the usual D.C. gambit:  lie like Hell about others so nobody looks at your sins.

It is truly both offensive, and defensive.  Screw you, Ted. 

How Much Did Harvard STEAL From Taxpayers?

Let's avoid the obvious humor in that headline and go to the letter sent to Harvard's President.

In the letter, Sec/Commerce Lutnick advises that the US Government will be:

... seizing Harvard’s patents for inventions developed with federal funds, due to Harvard’s failure to disclose them, failure to commercialize them in America before other countries, and failure to convert them into practical use. From Commerce Secretary Lutnick....

Two notes of interest here.

1)  This is not an "inquiry"; The USG knows Harvard did the crimes.

2)  The Chair of the Harvard Corporation is Penny Pritzker, sister of Fatso Pritzker (Illinois), and Biden's Commerce Secretary.  "Penny" is a trans--that is, born a male.

The term "chutzpah" cannot begin to describe Harvard.

Tulsi Agonistes

Pray for this woman.  She is a target, probably in more ways than one.

 

Insiders within the Intelligence Community (IC), and specifically ongoing operators within the CIA, are targeting Director of National Intelligence, Tulsi Gabbard....

... The IC uses various media leaks and narrative engineers as the tools against their enemy; in this case DNI Tulsi Gabbard.

The most common arrow in their manipulative quiver is the term “sources and methods.”  The Washington Post notes how the Intelligence Community is upset about DNI Tulsi Gabbard compromising their ‘sources and methods’ by releasing the House Intelligence Report that deconstructed the Russiagate Intelligence Community Assessment.

What has them so upset is Tulsi’s release of the House Intel report. This is the report that drove the FBI to raid Mar-a-Lago in an effort to retrieve it from Trump. This is the report that outlines how the CIA fabricated the Russiagate claims. Tulsi is being targeted for releasing this specific report. That tells you how important it is to the CIA....

You recall that the Russkies TOLD the FBI that Hillary was plotting to create "russiagate".

How did they know?

They cracked into Hillary's bathroom-server.

 ...Do NOT forget. Tulsi Gabbard is essentially all alone on this mission of sunlight.

Tulsi’s isolation is the one issue people do not quite seem to understand.

Pam Bondi (AG) isn’t with her. Director Kash Patel (FBI) and Director John Ratcliffe (CIA) are not with her. Susie Wiles (CoS) is not with her. In all of these efforts DNI Tulsi Gabbard is all alone.

The Israel-First media and activist group is also aligned against her.

If you doubt that’s the scenario, show me a single voice from inside the administration who stood up to (even gently) defend her when Tulsi was attacked about her position on the Iran nuclear capabilities.

Tulsi is all alone.  She is all alone on this mission and even physically all alone when on task within the administration. Watch for it and you can clearly see it.  Once you see it, you cannot unsee it.

This is not about President Trump per se’. The Office of the President is not a significant participant at the moment, and those who control power within the Oval Office keep Tulsi isolated and away from the President.  However, if DNI Tulsi Gabbard turns against Palantir, she will be removed. Full stop....

Gabbard publicized the report stating that Iran was not capable of making nukes, only a few weeks before the US bombed the living s**t out of the Iran nuke facilities.

Now, then:  did Gabbard read an Intel report that was falsified to make her look like an idiot?  Or did she read an actual report--which means that the US' bombing was un-necessary, and done because Netanyahu asked for it?

Hmmmmm. 

George Will, Deranged Anti-Trad

We saw George Will when he appeared here as the speaker at a fund-raiser for an independent Catholic grade school.  A "conservative" one.

During his talk, he slammed Catholic traditionalists--the Latin Mass group.   

The following is what happens to one's mind when one slams Tradition:

 ...Once upon a time, George Will was a conservative. 

I'm not sure what he is anymore after his TDS drove him to vote for Joe Biden. Even if he didn't want to vote for Donald Trump, voting for Biden seems like a denial of everything he was before. It's certainly not a conservative position.

But what he said on Friday on HBO's  "Real Time" with Bill Maher was in some ways even more surprising than that. 

Maher and Will were talking about Democrat NYC mayoral race nominee, Zohran Mamdani. Maher went hard against Mamdani, saying he says "the things that communists say. I mean, he wants free grocery stores, free buses." But it was Will's response that was surprising... when he said he wants Mamdani to win. ...

Obviously, Will has spent too much time singing St Louis Jesuit tunes at Mass.  He's now certifiable..... Let this be a warning!!

 

No Sinners Left (!?)

 It would be nice if that headline were true, right?  A review of a new book, For I Have Sinned (James O'Toole, Harvard U Press) written by Nick Tomaino, has some eye-popping stats about the decline and fall of the Sacrament of Confession (in NewSpeak:  "Reconciliation") since the late 1800's.

... New sanctuaries in Manhattan, born to keep pace with the city’s immigrant population, sprouted across the city. At St. Francis Xavier, between July 1896 and June 1897, 10 priests reported hearing 173,394 confessions. A similar dynamic obtained uptown, at St. Ignatius, where Fr. Patrick Healy kept meticulous notes. He heard 9,047 that fiscal year, accounting for about 11 percent of the parish total. The schedule varied with the season—August being a slow month (253 penitents), October the busiest (1,188)—but the demand was a given and spanned all hours of the day, all week. On May 30, 1896, Fr. Healy heard 73 in the afternoon, and 102 more between 7:45 and 11 that night. Come June 11, he noted in his journal that the pace had been "slack," for he heard "only 88."...

Compare those hours to the ones afforded at your local parish.  I dare you.

 ...Read the bulletins at both New York parishes and you’ll find the sacrament is offered for one hour on Saturday afternoons or by appointment, the norm in many American Catholic churches. The long lines of penitents, a familiar sight before liturgical celebrations, have been reduced to a handful....

Checking the offerings at three suburban parishes in this area, we find two which have the Sacrament available beginning at 8:30 AM on Saturday, one which has it for one hour on Saturday, one at noon on Sunday, one between 2-5 on Friday.........and all offer "appointment times".  The nearby exurban Basilica--staffed by more than 4 priests--holds Confessions for 1 morning hour 4X/week and 2 morning hours on Saturday.

Not a heavy schedule.

The author of the book offers a few explanations, some of which can be dismissed outright ("brusque" priests, the relaxing of the Friday discipline).  

The author of the review emphasizes a few which are more likely a problem:

... O’Toole offers a more convincing explanation in his discussion of contraception. As a Vatican commission assessed the new technology, many Catholics began to believe the Church’s teaching "might not be so irrevocable after all." Reports had leaked that a majority of the body had coalesced in favor of revision, the anticipation of which seemed to affect parish lives. O’Toole writes of a Chicago priest who said, "We didn’t harangue on birth control because we sensed people didn’t believe it." The same priest later admitted that he didn’t, either....

That is one big one.  Since that time (1966), artificial contraception has been a "given" in the lives of most Catholics, and they have passed that nonchalance on to their children, mostly to protect the chilluns from the *problem* of pregnancies, both pre-marital AND during "working years."  That way, the chilluns can have nice things, you see.

There are other good reasons.

 ...Nearly half of U.S. priests, according to a contemporaneous survey, believed they should simply affirm what in effect were penitents’ opinions. Only 13 percent denied absolution to those who confessed to using contraception and refused to stop, centuries of Church law notwithstanding.

O’Toole writes that "sin was being redefined," thanks in part to gymnastics in moral theology by figures like Karl Rahner. So long as Christians had directionally chosen God, the thinking went, they needn’t worry as much about discrete behavior....

This is the "My Truth" thing in Catholic mode.

(Rahner was a Jesuit, in case you didn't figure that out).

THIS is what we suggest is the main problem: 

...Many in the Church, meanwhile, began to preach less about individual sin and more about collective wrongs. O’Toole writes of a seminarian who was taught to think of sin more generically, "less likely to be found in ‘specific acts’ than ‘hanging like a smog of bad atmosphere’ around human life and activity." The ascent of pop psychology likewise injected a deterministic view of human affairs into the mainstream. The faithful needn’t worry about discrete behavior because they weren’t in control of their choices anyway.  ...

We've heard several decades of "homilies."  We can count on ten fingers or less the number of them which bored in on the mortal sins of contraception, masturbation, homosexual activity, and fornication.  But those "social sins" like taking action against illegal immigration or questioning the morality of abusing taxpayers to feed layabouts?  Plenty.  Just as bad, because it's stealthy:  'exegesis' of the day's readings.  That is often interesting, but very rarely do those readings touch on Big Sin.  Even more rare?  Mentions of Hell.  IOW, even if you did a Big Bad, not to worry!!  We have imagined that there is no Hell.  Thanks John Lennon!

Bishops are the ones who lay out what parish priests may and may NOT talk about in their sermons.  Perhaps in the next decade, we will have Bishops who actually believe that there are a lot more souls which desperately NEED saving. 

And maybe we'll have priests who--like St John Vianney--will do whatever it takes to save them through Confession
