No, not the dead cemetery-occupants.

The live ones, walking around looking for names for petitions.

If anyone were to actually do such a thing, I would wholeheartedly encourage they be prosecuted to the fullest extent of the law.

Now isn't that better than suggesting it was a plant job as is the conservative excuse du jour.
