We don't know what's going on in his head, but this guy has problems.

Speaking before assembly participants, the Indian prelate asserted that traditional family structures are “increasingly giving way to smaller, nuclear households” across the globe. On account of this, he claimed that the Catholic Church must alter her understanding and pastoral practices to accommodate modern relationship models, rather than insisting on immutable moral norms....
So what does he mean by "smaller, nuclear households?"

Neri Ferrão detailed what he described as “major shifts” transforming household “composition” in Asia and beyond, explicitly noting that “new forms of partnership and cohabitation are emerging, amid changing understandings of gender and relationships in urban settings” alongside a rise in “interfaith marriages.”...
Oh.
Then, just to make it perfectly clear that this guy is not really a Catholic Cardinal:
...he called for an institutional transformation where families – including non-traditional or irregular situations – are viewed as “partners in mission” and even active places (“loci”) of divine Revelation....
Maybe he never heard of the Reformation Revolution--which led to the French Revolution, which became the basis of Freemasonry--which is the faith he is now preaching.
He should read up and then--if he's honorable--resign.
