"Under the prior Administration"? Sure. No doubt.
However, some ante-deluvian Congressmen want to force Big Brother to (gasp!!!!) *GET A WARRANT* before they riff through your phone calls, emails, and letters or plant listening devices in your home, car, and office. Those Congressmen think that the Constitution's Fourth Amendment still applies in the USA.
NSA and CIA have surprises for them.
There's another issue:

“Intelligence agencies need a court order to obtain your data directly. But as usual, they look for any way to avoid scrutiny and skirt the law. The Deep State will go to any length to spy on the American people. The entire enterprise is rotten,” Rep. Dan Bishop (R-NC) said....
You'll be able to tell which Congressmen have dirt in their backgrounds by the vote(s) they take on this matter.
