Actually, Employers DO Reduce Hours to Evade ObozoCare

There's a Madistan type who doesn't quite believe that ObozoCare causes a reduction in weekly hours for employees.

*Cough*

The HCTrends survey indicates that when developing their strategies under the ACA, small employers are more likely to terminate coverage while large employers prefer reducing employee hours.

...Only 2 percent of large employers (500+ employees) said they are likely to terminate coverage, but 39 percent are contemplating cutting employees hours to contain their health care costs

The small firms can't cut hours without reducing production; so they'll dump employees into ObozoCare.  The large firms (particularly service and retail types) CAN cut hours without much damage to production--so that's what they do.
