Wastewater treatment plant operators in Northeastern Wisconsin are warning that facility upgrades to meet the state's newly proposed water pollution limits would cost millions of dollars — and would be paid by consumers. The state Department of Natural Resources moved Tuesday to impose tough new restrictions on phosphorus levels in wastewater. If approved,
the new limits would force treatment plant operators to reduce phosphorus discharges as much as 90 percent.
The Green Bay Metropolitan Sewerage District estimates that it would have to spend $223 million and boost its annual budget from $27 million to $45 million to make the changes required under the proposal.
