When Homeland Security says '.......officers also found probable cause......for arrest,' it means that the goblin in question continued his/her criminal enterprises even AFTER the final "Get the Hell Out of Here" order was issued.
And whaddya wanna bet that SCOTUS allowed those raids under those specific circumstances?
