This entire story is a story of pathetic--actually, apathetic--budgeting.
1) Get free building.
2) Don't establish a maintenance/reserve account worth spit.
3) Cry a river to the newspaper
4) Get a NEW free building by skinning the taxpayer.
Question: how does Milwaukee's City Hall remain standing after ~100 years while the Bradley Center is apparently falling down after only 25 years?

Have you been around Milwaukee's City Hall the last few years? There should be "Hard Hat Required" signs for all the bricks that keep falling off after the latest renovation.
"Latest renovation" is the key phrase.
