The Arizona proposal is what the Wisconsin gay-rights pushers fear most:
The Arizona Supreme Court ruled Thursday that a controversial referendum to ban gay marriage and prohibit cities and the state government from offering domestic partner benefits can be included on the November ballot.
Opponents had argued the ballot question violated state election rules because it dealt with more than one subject -- gay marriages and domestic partner benefits. Supporters counter that both of those provisions deal with the overall theme of the issue -- defining marriage as a heterosexual union.
Whereas the Wisconsin gay-rights gang has to invent interpretations of the "second sentence" in order to come up with 'prohibitions,' the Arizona measure is explicit.

Obviously, the Wisconsin Amendment's authors are not in a "prohibiting" mindset.
