Outsourcing Taxing Authority in Wisconsin?

Interesting little note here on a precedent which is utterly stupid.

Three weeks ago, the Wisconsin Assembly quickly and quietly passed a bill that would allow a private group to set and apply a tax on propane sales. This would set a dangerous precedent, and the measure should be stopped by the state Senate.

Assembly Bill 665, introduced by Rep. Kevin Petersen (R-Waupaca) and Sen. Jerry Petrowski (R-Marathon), allows the Wisconsin Propane Education and Research Council (WIPERC) to apply a tax on propane sales with proceeds ending up in the council’s own coffers....
Robin Vos' Assembly has been erratic as Vos' estimation of himself has grown over the last few years.  But handing off the authority to tax to some outfit--even if it's a "do-good" bunch--is utterly ridiculous.

lt shouldn't take too long for SCOWI to trash this if the Senate doesn't, but Vos' empty-headed move here signals a deep problem in his management of the Assembly and his understanding of Constitutional powers.
