I don't even know how much a kilogram is, but I'm definitely going to eat more meat than zero of them even if I have to eat bureaucrats.

I suppose it might be approved, even; after all, cannibalism as a practice has got to be carbon neutral at least. Maybe it's even progressive.
Although reading the PDF I see that these targets are just for "compliant cities" in this program. City people may well be starved to death by their governments; a country boy can survive.
One suspects that the country population is headed for a sudden increase.
