It's obvious that NYC's sewer system needs to be upgraded significantly to handle heavy rain as seen in 1882, 1903, 2007, 2011, 2021, and now September 29, 2023....
The flooding problem is a result of inadequate storm sewers AND the habit of many NYC residents to toss trash into the sewers instead of trash-bins.
