In June 2007, administrators at Waukesha County Technical College opened the doors of a new $4 million building to house the Institute for Graphics and Imagining, an experimental effort to provide cutting-edge training to printing firms around the world.

In truth, there were some signs early on that the board was taking a big risk.
A 2006 report prepared by a WCTC associate dean noted a sharp decline in printing shipments and jobs since the early '90s. The study also pointed to a number of other potential problems, including the fact that officials had failed to survey printing companies to determine their training needsDoh.
