The first was a letter to Halvorsen from the Freedom From Religion wack-a-doodles. You remember them; they threaten to sue public entities over "religious" symbols, such as the cross which used to be in the city seal of Wauwatosa. Yup. Those people.
Anyhow, the letter described--with approval--the Covid-related restrictions in Europe. For practical purposes, it's all VaxxPassed/Papers, Please, with near-constant testing of everyone. The letter concluded with a plea to Halvorsen :
...Anything you as local government officials can do to lobby for or set up widespread rapid testing sites, including in our public schools, will go hand-in-hand with vaccination mandates to stop the spread.
