In fairness, the concern that a master list of spies will definitely leak in the face of enemy intelligence operations is not only valid as a potential, it's been actually realized multiple times in CIA history. We just lost our China network to a similar list-being-uncovered recently; and that wasn't the first time either. As an OPSEC concern, it's not only valid but a proven issue.
That doesn't mean they don't have perfectly wicked intentions in attempting to defy the constitutional government, of course. It's just a point that in fairness needs to be acknowledged -- as well as a practical consideration that deserves to be addressed.
