...election officials in Milwaukee are explaining how the ballots are counted.
Each polling machine at polling places scans the ballot and records the votes. At the day's end, those machines individually transmit the results using a secure modem, not the internet, to the Milwaukee County Courthouse, where the results are tabulated and reported....
Since at least 1960, it has NEVER been "counting" the ballots.
It has been "REGISTERED VOTERS".
Those jokes about Chicago graveyards are not jokes. The methodology is updated; now "registered voters" live in industrial buildings, UPS-mailbox addresses, and homeless shelters.
The machine counting may* be perfect, as Bohr et.al. tell you. It is 'Who Are These People?' registrations that are the entire game.
