I understand where the drivers are coming from, but they mislead/lie abou twhere they are. They ar enot on the order with Arizona- they probably at least 20 or more miles inside California. So, I don't think Interstate travel rights are being violated.
The fruit Nazi's do this just outside the fruit areas of California. It was originally in place because of the fruit fly problem about 30 years ago. It's not a problem now but California still wants to employ these inspectors for really no reason.
The people are not restricted from traveling the entire State of California, just the infestation areas and I don't think that is covered by Federal law- just California's.
Bottom line, I think the inspector was stupuid and the driver and wife are being misleading about where they are in the state.
Everytime we go to California, we have to go through these check points.

Who could argue with you guys?

IN Part Two of the film, the driver reads the regulations that the inspector (?) referenced.

Turns out that the reg applies to COMMERCIAL fruit 'activity', not personal.

Obviously, something that the 'inspector' missed in his reading of the regs.
