Could it be because Lviv is a distribution-point for incoming NATO shipments of heavy arms and ammo to Ukraine?

The Ukies have adopted Palestinian tactics: put military goods (and fighters) into civilian areas and buildings. They'll be using children as shields in Donbas, too.
