A number of years ago, Blue Cross/Blue Shield converted from non-profit to for-profit status. They paid the State of Wisconsin $600 MILLION for that privilege, with the money going to a Foundation for improvement of public health in the State.
That did not go well; Wisconsin's public-health ranking has dropped (like a rock!) from 6th in 1992 to 26th in 2017. Both Doyle and Walker contributed to that problem.
But what about that $600 MILLION fund established in the early 2000's?
Yup. It's being flushed right down the Porcelain Tube of Lefty Activism. Grants for planting gardens? Sure!! Grants for "hate whitey" outfits? Of course!! How about the UW's very own Communist Party branch, COWS? Sure!!
And of course, the dean of the UW Med school lied like Hell about where the money goes.
You wonder why we have Trump? Dummies.....
