The results are in.
Sixty-eight percent of Americans said they think the $787 billion American Recovery and Reinvestment Act (ARRA) was a “waste,” compared to just 29 percent who think the money was well-spent, according to an ABC/Washington Post poll released Tuesday morning.
The 29% were Gummint employees who remain employed with very healthy salaries and extremely healthy benefit packages--or their dependents.

...and ask those same people if they approved of the tax cuts and UI extensions for millions of Americans under ARRA and I'm sure the picture is quite different of course.
The majority of Americans don't even know what ARRA stands for, what it was composed of and/or it's impact on GDP since it's passage.
That's not to say ARRA was effective in returning us to near NARU, but to say the "results are in" based off what the general public thinks is laughable.
