The Capitol Police Keystone Kops

I'll assume that Althouse is accurately relaying the discussion.

The police took down our statements, and I said I didn't want the man arrested, actually. The police told Chris that by intervening to stop a man from grabbing and hitting me that he (Chris) risked arrest for disorderly conduct, that he'd be well advised to retreat.

Yup. 

"Just run away and let some jackass grab and whack your Mom, son, or you'll have to go to jail."

What a maroon this bozo cop really is.  (And I'm being as polite as possible.)  The State of Wisconsin is obviously over-staffed in the Capitol Police department, and an RIF should commence this afternoon.

Is this Madison or England (where it's basically illegal to defend yourself or another against violent thugs?)

This is clear-cut self-defense (which also includes defending another). No sane judge would uphold those charges.
