We all know that 'what they DON'T tell you' is important. That's why they try to bury it.
In this story about the cost of replacing traffic signals due to reckless driving, we learn this:

About 25% is paid for by insurance money. Seventy-five percent is taxpayer money.
What are they hiding?
The fact that most of the damage is caused by un-insured drivers.
But if they mention that, it will harm The Narrative which is to protect un-insured, un-licensed car thieves and reckless drivers from both jail time and paying the debt. You know, the ones whom D.A. McCann refuses to meaningfully prosecute.
