The Rasmussen Reports daily Presidential Tracking Poll for Monday shows that 19% of the nation’s voters Strongly Approve of the way that Barack Obama is performing his role as president. Thirty-nine percent (39%) Strongly Disapprove, giving Obama a Presidential Approval Index rating of -20.
It is likely that the 19% also believe that the cow jumped over the moon.

I think that it's interesting that your source and his source (article from Rasmussen) site "strongly" approve and "strongly" disapprove and call this a presidential approval rating of -18 without taking into account just plain approve and disapprove. You may have added the 21% and 38% and noticed that 40% of those surveyed are not accounted for.
