You don't really think too much about bridges when you're driving over them on the Interstate in Milwaukee.
Until you see that the bridge you're blithely driving on at 65 MPH is being demolished and re-built.
So. What is it that makes YOUR part of the bridge safe, and the OTHER part need re-building?

It remains safe, but may not continue so. That is, they are rebuilt before they are unsafe.

You DO remember that we had James Earl Doylet controlling highway repair/maintenance budgets for the last 8 years?
