*Cough* Don't We Have Prisons?

Patrick points out the following in the JS' 'crime in Milwaukee' report:

  • In 2010, 76% of homicide victims had a criminal history with an average of 11 arrests; 86% of the suspects had a criminal history with an average of 8 arrests
  • In 2009, 67% of victims had a criminal history, with an average of 9 arrests; 90% of the suspects had a criminal history with an average of 10 arrests
What are we to learn from this?--other than the obvious:

...the fact that roughly 90% of violent thugs & murderers have an average of 8-10 arrests is proof that the Criminal (in)Justice System is seriously screwed up!

That would be a valid observation.

No Dad, we are not to spend money to incarerate violent criminals. We are to spend money on social justice programs to better understand how society oppressed them and they turned to crime to get back at the man!
