-- Unclassified information may BECOME classified upon submission of a FOIA request for it...thus allowing for a public veneer of openness while reserving the right to clam up if said openness should prove inconvenient when someone actually learns of a document's existence and has the nerve to request it.
What makes you rubes think you can actually have information from the ObamaRegime?

I read this section, and it looks OK to me. It appears to be a restriction on the practice (which I believe you can already do -- there's nothing to stop the President from declaring a matter classified just because Code Pink sends a FOIA request), rather than a new license to do this.
The EO essentially forbids anyone below a certain rank from classifying information requested under FOIA, forcing a high-level review before such classification can be granted.
You know I'm no Obama partisan; but I think this one is all right.
