In a proposed rule from Secretary Kathleen Sebelius and the Department of Health and Human Services (HHS), the federal government is demanding insurance companies submit detailed health care information about their patients.

Please show me where specifically in the Constitution it safeguards against invasion of privacy.
There is no Constitutional right to privacy. But there IS Griswold, Roe, and Lawrence.

Um, no, it's not demanding. It is proposing a process by which insurers' aggregate risk can be measured and compared with others to create "Flexible risk adjustment schemes [which] are a promising avenue for promoting market stability and limiting insurer cream-skimming, potentially providing greater benefits at lower cost...
"We recognize this approach may raise concerns related to consumer privacy and standard submission formats. Accordingly, we propose national standards to address each of these issues. We seek comment on the proposed approach, as well as comments on the potential advantages and disadvantages of the alternative approaches." - Source
