The text here tells us that RoJo is obeying McConnell.

McConnell has instructed GOP candidates NOT to talk about the Invasion from Mexico, nor about crime. RoJo may obey McConnell and ignore those issues, of course. But if he thinks reckless spending is the only item that matters, he's not paying attention to the voters. We note that RoJo's "Issues" page says nothing about The Invasion, nor the crime problem. But he does talk about ISIS, which hasn't been much of a problem for 10 years or so.
(McConnell also instructed Senate Pubbies to send $40 BILLION to the 4th-most-corrupt country on Earth and to the surprise of no one, most of that money and materiel has disappeared. Johnson did as he was told.)
Side-note: Johnson's casual disregard for human nature and his implicit disrespect for SCOTUS judges stands out here:
