How does one actually become a archbishop? Are they nominated? Do they put in for a transfer? Do they fill out an application? While te Pope makes the final decesion, who really decides?

More complex than I'll relate here, but:

A priest is usually 'nominated' by his Bishop when Rome's looking for another Bishop.

There's a pretty good vetting process (at least on paper) and then the nomination is sent to Rome--the Nuncio (Vatican ambassador) is the one who forwards the nomination.

More vetting over there, Cong. for Bishops makes a pick (or three) and the Pope approves the guy, or picks from the three.

My sense is that he deserves a chance. I knew from the minute I met Tim Dolan that he was sent here for a purpose and would be upwardly mobile.

I told Dolan then he would probably do best to emulate Archbishop Cousins (except for the blind eye to clergy abuse). Cousins was not a flaming liberal but also didn't stand in the way of Vatican II reforms. Some folks felt Dolan was too far right and others thought not far enough so for the most part he was just fine. If Listecki is smart, he'll emulate Dolan.
