Technically what that says is that any use of defense department personnel that even might lead to the use of lethal force must be personally authorized and approved by the Secretary of Defense.
I love RFK, and I get how his family history could make him very sensitive here. However, I think this order intends the opposite of what he is concerned about: it’s restricting permission-giving capacity for such missions to the very top official below the President, and making him personally responsible for it.
Umnnhhh....technically, Milley reported to Trump, not to Xi Jinping.
