Josh Hawley is a very ambitious fellow.
So in order to polish up his "Real Conservative" resume, he pushes spending a bunch of Federal taxes on hiring local cops.
It's the wrong thing to do. Localities are responsible for their own policing, period. When Hawley (and Clinton before him, remember?) lean out of the car window and offer candy to the children, they hook the children on Federal candy. That's dangerous and foolish, as Hawley knows. In a real Republic, it would be un-Constitutional, too.
But showboating is what politicians do. And as Barnum said, in all truth: "There's a sucker born every minute."
