Tax Rates Under Herbie Hoover

the top income tax rate went from 25% to 63% while the lowest rate quadrupled, to 4%

..under H Hoover.

That "lowest rate," was a true 4%--there was no Payroll tax at the time.

Now, of course, we get so much more for our "contribution."
