Once again, Last Refuge comes up with stuff that utterly derails The Narrative of the Warlords. It took a FOIA or several plus many years to get this.
A 2001 "restricted" meeting between Bush and Putin:

Remember that Putin also asked the NATO question with Clinton--and was told to GFY.
Compare that to what you've been told to believe by the Military-Industrial Complex and its camp-followers in Congress (yes, those are prostitutes.)
And by the "news" organizations which--by the way--did NOT file FOIA's to obtain these notes.
There MUST be an Enemy, by God, and we'll manufacture one if necessary!

You conveniently forget that Putin invaded Georgia in 2008, which threw the good will out the window between the U.S. and Russia. Our response was largely seen as constrained, given the lack of leverage to stop Russia’s advance entirely, but it successfully focused on preventing the potential overthrow of the Georgian government. Safe to say our reaction was too weak and emboldened Putin to pursue further aggressive actions in the region, such as the annexation of Crimea in 2014.
Remember, Putin remains plugged into the Russian Deep State. He is an oligarch who keeps himself in power at the expense of his own people. And somehow his political enemies mysteriously die or get poisoned.
Here is hoping that Putin croaks in office in 2026.
