We're going to follow the thinking of Sundance here--that is, that ISIS-K may have carried out the wet-work in Russia, but it was CIA that trained and equipped them, in Ukraine.
Rubio would have you believe otherwise. But there's a reason for that: Rubio sits on the totally compromised and corrupted Senate Select Committee on Intelligence (SSCI).
It's his job to cover for the CIA/State Department-NeoCon-"Rules Based" order. So it's useful for him to raise the ISIS BAD KEEEL YOU!!!! flag; it distracts from the background realities.
You may believe him if you wish, of course. You may also believe in the Tooth Fairy.
