Cong. Gallagher (R-WI), a recent convert to conservatism, has figured out what's going on. In this instance, he's talking about the (smaller) "Infrastructure" package in the House.
..."As I outlined months ago, Congress could fix our infrastructure by simply returning to a user-fee system, pursuing innovative funding mechanisms, and aggressively reforming our regulatory process," he said in a statement. "This backward-looking bill fails to make serious reforms and therefore will not fix the underlying problems that drive up the cost and delay the completion of infrastructure projects,"...
That's the racket that D.C. has run for.........oh..............75 years or so. It's how Congress-slimes get re-elected, Mike, so you can expect it will never change. And because you tattled, you're a short-timer up there, too.
