That 'change in reimborsement for non-vaccinated Covid victims' line is a big, broad, hint as to how the FedGov cowed hospitals nationwide to impose Vax Mandates.
By 1965, the FedGov was large enough to do whatever the Hell it wanted to do. Only surprise is that it took this long.
