Fr. Rutler, midst an essay on the infant-killer Northam, reminds us of Humpty-Dumpty:

“The question is,” said Humpty Dumpty, “which is to be master—that’s all.”

Scalia the Great summed up all of Government in the following:  "The question is 'Who decides'?"
