"Unexpected" Rise in Great Lakes Water-Levels

Completely "unexpected." 

But one thing you CAN expect:  continuing cash flowing to "water management" experts.

Two comments:

- Ice doesn't evaporate as readily as water when the air temperature is low.

- Near-normal precipitation helped recharge the Lakes. As a further note, it wasn't until late June that precipitation for 2014 was greater than average in Milwaukee.
