Seems to me that spending reductions should be on Gov. Walker's plate.
Why not lop off the BabyKillers?
The 5th Circuit sensibly said that Texas could shut out Planned Parenthood under the current program without violating the Constitution.
Of course, the BabyKillers went directly to Austin (read: Madison), found a Lefty circuit judge, (read: found a grain of sand on the beach), and have secured a TRO.
Not to worry. It won't last long.
But how long will it take Gov. Walker to do the same thing here?

And yank the catholic church's tax exempt status while he's at it.
I didn't say "change the Constitution."
I said "reduce spending."
