Congress passes a budget bill which requires President "Present" to sign off on the Keystone XL pipeline in 60 days.
State Department (??!!?) is running the GreenWeenie review.
Nebraska already RAN its review, wants a minor change in the routing.
State's going to review, anyhow, and can't possibly finish before the '12 election.
So riddle me this: how many GreenWeenies can one pipeline eat, Batman? Isn't Nebraska's review enough?
