Educators vs. Vocabulary

Noted in a letter to and from "educators":

Volunteers will be paid by WEAC for their time doing this process.

Umnnhhhhh....nope.

Either they are "volunteers" or they are "paid."

Anyone still think that the unions only care about the money?

And shouldn't it be "during this process" rather than "doing"? (Could be I'm missing something in the context).
