In brief, it's silly to demand 'proficiency' with a given handgun, as each handgun genre (semiauto, revolver, caliber) has different characteristics and reaction to firing. So if somebody is "proficient" with a 9mm semiauto, they're not necessarily "proficient" with a .357 wheelgun.
The MOST important 'training' is "go/no go" training, which is to say "When to use the handgun, and when NOT to use it."
