If I was Russia I would retaliate with the Chunnel then move on to the mackinaw bridge.
Russia already cut off the military-comms network in Ukraine. It's a satellite network hosted by Musk's sats.....but it no longer operates. They also sliced a few cables which managed train-traffic in northern Germany. That damage was repaired quickly, just as Putin wanted.
But that military-comms network? Not easily fixed at all.
If Putin were to escalate VERY seriously against the USA, he'd cut the undersea telecomm cables from US to Europe. Not likely he'll do that; he's not interested in direct confrontation of the US.
