Since the beginning of the 'special operation' in Ukraine, Putin has been very careful to minimize civilian deaths and to minimize damage to critical infrastructure.
But then, the US/NATO/Ukraine alliance got frisky with a Russian bridge.
Since then?
Putin has totally shut down Ukrainian army satellite communications, formerly delivered by a Musk sat-com outfit.
Then Putin shut down incoming electrical power to the world's largest nuclear-power plant. The plant has been off-line for some time, but it must have electricity to run its cooling pumps and for other secondary purposes. The damage is real, but it can be repaired quickly.
That sat-comm thing is scaring the crap out of Ukie brass, as it should. They're down to smoke-signals and messenger service and that's no way to run a war.
