It's a delaying tactic, at best.
The Obama administration told the Supreme Court on Monday night it should stay away from a high-profile challenge to the 2010 health care law until after a lower court has had a chance to review the case.
This is the Virginia case.
It might be useful for SCOTUS to combine all the extant cases (so far, 2-2 tie in the 9th). Perhaps that's what the Administration wants.

They want to delay as long as possible to 1) spend the $105Bn embedded in the bill and 2) try to hold off until some actual "benefits" materialize, somewhere, somehow, like in West Side Story.
